I can't believe it...we're actually starting this off with a CIRCLE! ^^; (Um...I'm being sarcastic....lame isnt it? ^.^;)

Draw the tip of Latias's face off the circle. Make two lines behind the head for it's ear...things...
Draw a long wavy neck and a large oval circle beneath. It's your choice to draw a cross guideline for the body, but it might help with proportional problems later on.

This is just basically adding circles where you want it's arms and hand...paw...claws...to be.
Since the left side of latias is not going to be to visible, the left circle on the bottom is going to be more oval then the right one.

This part is easy, just draw verticle lines for the wings and pointy tail stuff.

Add some details to your picture. Finish it's ears, draw the triangle mask on the head and add an eye to it.

These are some reference drawing of Latias's head.

The arms for latias are fairly easy. The hands start off with a small circle connected by a line to a bigger circle.

Here are some examples of Latias's eyes. From left to right it shows: Bored;Normal;Sad

Coloring!
Create a new layer and draw your outline on it.
You can outline your picture with anything. Pens are usually the best though.
To make a picture stand out go over the border again.

Return to the bottom layer and color it in.
Tralalalala...

On the same bottom layer, color in the dark shading. Color a few areas with brightness to show shine, then make a new layer and draw white shines. Return to the background and color right under the white lines with a brighter color red than you used for the shine before.
