Step one for every image is to draw a circle for the head. Draw a cross near the bottom of the circle (Since the character will be looking more down) and draw verticle lines down to a point on the cross you drew. If this is hard for you just keep practicing. Nobody is perfect, and when you get really good at it you should be able to draw a head without using many guidelines.

Make two lines straight down from the head and connect it to a big circle. Draw a slightly smaller circle underneath it for his lower body and hips. It doesn't matter how sloppy you do this so start drawing ovals for the legs, arms and feet. Underneath his knees make the ovals bigger at the top than the bottom. Do the same for below his elows.
If you're doing this on a computer program, make a new layer to go over the guidelines.
Now draw over the outline of the circles, smoothing out where needed. Don't make his arms and elbows too skinny. Guidelines are to guide you, not for you to trace exactly over afterwards. ^~

On the bottom layer, erase the circles.
Draw the character's hair, face and any other details you want to put in or fix.
And it looks Kuitsuku's pet worm is running away again...

Yay, time for the clothes! ^^;
Create another layer on top of your outline. (Should be layer 3 by now.)
Bandages are "in" these days, so we're gonna put bandages all over him! ^^ The Pants should be loose on him so don't draw it directly on his legs. He's just beginning to pull his cape out, so make the folds go towards his hand. Again, to go with his layed back character I gave him loose shoes that droop down on his feet.

Coloring!
Create a new layer for the final outline.
Outline your image exactly how you see it. If you drew your picture on paper and you have a scanner, try scanning it onto your computer and outlining it in a program such as paint shop pro (7) or photoshop. If not then use a nice art pen with a thin tip.

Go over the border of the picture and where dark spots would be.

Go to the bottom layer and start coloring it in.
You're done after you color it, or just leaving it outlined is okay too.
